Legal System Unit (LSU) , Section 41, Procurement Act

The Legal System Unit (LSU) ensures that all procurement activities and contracts comply with applicable laws, regulations, and organizational policies.


In the procurement process, LSU functions as a user department when procuring legal services and as a support unit that reviews documents, contracts, and tender conditions to safeguard the organization’s legal interests

Key Responsibilities

  • Review procurement documents to ensure compliance with the Procurement Act and other applicable laws.

  • Draft and review contracts to ensure terms protect the organization’s interests.

  • Advise PMU and Tender Board on legal risks and implications of procurement decisions.

  • Prepare legal specifications/ToR for the procurement of legal services, consultancy, or representation.

  • Resolve contractual disputes and represent the organization in procurement-related legal matters.

  • Ensure adherence to dispute resolution clauses in procurement contracts.

  • Maintain a repository of legal precedents, contract templates, and procurement-related legal opinions.

  • Participate in policy review to strengthen the legal compliance of procurement procedures.

  • Train user departments on legal aspects of procurement.
