Information, Communication and Technology Unit (ICTU), Section 41, Procurement Act

The Information, Communication, and Technology Unit (ICTU) manages the organization’s ICT infrastructure, systems, and digital solutions.


In procurement, ICTU acts as a user department for technology-related goods and services, ensuring all IT procurements meet technical specifications, security standards, and value-for-money requirements while complying with the Procurement Act

Key Responsibilities

  • Identify and plan ICT procurement needs, hardware (computers, servers, networking), software licenses, IT services, cybersecurity tools, and maintenance contracts.

  • Prepare technical specifications/Terms of Reference for ICT-related procurements, ensuring clarity, compatibility, and compliance with standards.

  • Liaise with PMU during procurement, from request submission to evaluation and contract finalization.

  • Nominate ICT experts to evaluation committees for tenders requiring technical review.

  • Conduct technical inspections to verify goods and services before supplier payment.

  • Monitor supplier performance to ensure adherence to SLAs and technical standards.

  • Recommend contract amendments via PMU if technology requirements change.

  • Maintain ICT procurement records for auditing and knowledge management.

  • Ensure ICT procurement budgets are aligned with the annual ICT strategic plan.
