Human Resources Administration and Management (HRAM), Section 41, Procurement Act

Human Resource Administration Management (HRAM) leads all workforce-related strategies, policies, and systems within the organization.


In procurement, the HRM is a user department lead for staffing-related services, training, welfare, and other HR support needs, ensuring that procurement is carried out transparently, efficiently, and in compliance with the Procurement Act.

Key Responsibilities

  • Identify and plan HR-related procurement needs, such as recruitment services, training programs, employee welfare services, uniforms, and consultancy.

  • Prepare Statements of Requirements/Terms of Reference for HR procurements, with clear specifications for services or goods.

  • Liaise with the PMU through all stages, from initiation, evaluation, to contract completion, ensuring adherence to approved processes.

  • Nominate and participate in evaluation committees for HR service tenders when required.

  • Verify delivery of services (e.g., training delivered, staff welfare benefits provided, uniform quality) before endorsing supplier payments.

  • Monitor supplier performance against agreed timelines and standards, and report any non-compliance to the PMU.

  • Propose amendments to contracts through PMU when HR needs evolve.

  • Maintain and submit contract management records to PMU at closeout.

  • Ensure budget alignment for HR procurement with the organization’s annual work plan.
